This panel is about regional developments within Southeast Asia and the rest of East Asia towards an East Asian Community (EAC), as currently discussed in policy, business, academic and other circles. It is about:
• the possibility of constructing an EAC through the strengthening of such East Asian organisations as ASEAN, ASEAN Plus Three (APT) and the East Asian Summit (EAS);
• developments within Southeast and East Asian in relation to those taking place both at the regional level elsewhere in the world and at the global level;
• the economic, political and cultural dimensions entailed;
• the factors and forces that favour the formation of an EAC, and those that do not;
• both the top-down and the bottom-up process involved;
• such considerations as the legal framework, human rights issues, and the part played by popular culture.
